The “collar counties” of Philadelphia take on an outside influence during any election in Pennsylvania, and that’s particularly true in 2020. Bucks, Chester, Delaware, and Montgomery are where where moderate white voters tend to swing the statewide elections one way or the other. And before 2016, PA had voted for a Democrat for the White House six straight times.

But Donald Trump defeated Hillary Clinton here in 2016 by 44,292 votes with over six million were cast. Clinton won the collar counties, the six most populous counties and 11 overall, but didn’t run up enough of a margin to turn Trump aside.
